ABOUT Educational and Methodological Association

Today, the UMO includes 38 higher education institutions, training in the specialty/educational programs “Architecture” is conducted in 9 higher education institutions, in the specialty “Design” – in 30, in the specialty “Construction” – in 23, in the specialty “PSMIK” – in 12, in the specialty “Engineering systems and networks” – in 4, in the specialty “Transport construction” – in 6, in the specialty “Geodesy and cartography” – in 8, in the specialty “Cadastre” – in 10, in the specialty “Land management” – in 11 and in the specialty “TDOiID” – in 2.

Since 2000, the UMO has been holding annual Republican competitions of final works in the architectural, construction and design specialties.

History of UMO
1988

The UMO for engineering and construction specialties was first organized in 1988 by the State Committee of the USSR for Public Education (chairmen S.M. Baibolov and P.A. Atrushkevich) – it included 9 universities.

1991-1993

From 1991 to 1993, AASI-KazGASU was part of the Association of Construction Universities, organized on the basis of MISI.

1996

By the Order of the Ministry of Education of the Republic of Kazakhstan No. 505 of December 22, 1993 (No. 67 of March 13, 1996), educational and methodological associations of higher educational institutions of the Republic of Kazakhstan were organized and approved. The above-mentioned order of the Minister approved the standard rules for the activities of UMOs and their structure. KazGASU was determined as the basic university of the UMO of higher educational institutions of the Republic of Kazakhstan in architectural and construction specialties (there were already two UMOs – for engineering and construction and architectural specialties). It included 14 universities.

2002

In 2002, by order of the Ministry of Education and Science of the Republic of Kazakhstan No. 589 dated 31.07.02, the rules of the activities of the UMO and No. 653 dated December 9, 2002 – the organizational structure of the UMO of higher educational institutions of the Republic of Kazakhstan were approved. The Kazakh Leading Academy of Architecture and Civil Engineering was determined as the basic university in 16 areas and specialties of construction and architecture.

2003

In 2003, the UMOs were abolished and by Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 42 of January 23, 2003, the Regulation on the RUMS of the Ministry of Education and Science of the Republic of Kazakhstan was approved and the concept of “Educational and Methodological Section (EMS)” was introduced.

2004
In connection with amendments and additions to the Law “On Education”, Order No. 42 of 23.01.2003 was cancelled (Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 1-05-4/2252 of 02 October 2004).
2008

By order of the Minister of Education and Science of the Republic of Kazakhstan dated June 16, 2008 No. 353 “On measures to improve educational and methodological work” the Regulation on the activities of educational and methodological associations at higher educational institutions was approved.

2009

In 2009, by order of the Ministry of Education and Science of the Republic of Kazakhstan No. 367 dated July 31, 2009, a new list of educational and methodological institutions for groups of specialties of higher and postgraduate education was approved. For the group of specialties of bachelor’s, master’s and doctoral studies “Art” (“Architecture”, “Design”) and “Engineering sciences and technologies” (“TDOiID”, “Construction”, “PSMIK”), KazGASU was determined as the base university.

2014
By order of the Minister of Education and Science of the Republic of Kazakhstan dated June 16, 2008 No. 353 "On measures to improve educational and methodological work in the system of higher and postgraduate education (with amendments and additions as of August 19, 2014) and (with amendments and additions as of January 15, 2016)" the following were approved:
1. Regulations on the Republican Educational and Methodological Council of Higher and Postgraduate Education;
2. Composition of the Republican Educational and Methodological Council of Higher and Postgraduate Education;
3. List of UMOs by groups of specialties/educational programs of higher and postgraduate education.
2014
With the re-issue of the Order of the Ministry of Education and Science of the Republic of Kazakhstan No. 353 dated June 16, 2008, the concept of “Educational and Methodological Association” was returned from August 19, 2014.

Council of customers and expert commission

The Council of Customers and the Expert Commission were created to bring together the goals and objectives of the IOC’s activities with the professional interests of society and modern needs in the fields of architecture, design, construction industry technology, economics, management, journalism, radio electronics and telecommunications organizations, in the field of tourism services, international relations, and translation.

The Council of Customers and the Expert Commission is the link between the IOC and state, public, business and commercial organizations where IOC graduates may be in demand as specialists with a high level of fundamental basic and professional specialized education.

The Council of Customers and the Expert Commission is an advisory body to the Rector of the IOC and carries out its activities in accordance with the Charter of the IOC and the norms of the current legislation of the Republic of Kazakhstan.

The Customer Council and the Expert Commission are accountable to the Academic Council and the Rector of the IOC.
