ADMISSION RULES to the Kazakh Leading Academy of Architecture and Civil Engineering 

 

Prepared in accordance with Standard admission rules to education institutions that implement professional educational programs of higher and postgraduate education (approved by the Government of the Republic of Kazakhstan’s decrees of 19.01.2012 #111, #109) and Regulations on the organization of study process by distance learning programs (approved by the Government of the Republic of Kazakhstan’s decree of 19.01.2012 #112).

 

1. General rules

1.  Kazakh Leading Academy of architecture and civil construction (hereinafter referred to as KLAACE) implements educational training programs of higher and postgraduate education, retraining of teaching staff

2.         The educational training in the corporation is provided on a full-time, part-time and distance learning basis.

3.         The educational training is conducted in state, Russian and English languages.

4.    The corporation admits individuals who have completed general secondary, technical and vocational (general, secondary vocational and post-secondary), higher (higher vocational) education.

 

2. Procedure of admission for bachelor’s degree program

5.    Kazakh Leading Academy of architecture and civil construction (hereinafter referred to as KLAACE) realizes educational training on following specialties:

5В042000 – Architecture

5В042100 – Design

5В050600 – Economics

5В050800 – Accounting and audit

5B072500 – Technology of wood processing and wood products (by field of application)

5В071100 – Geodesy and cartography

5В072900 – Construction

5В073000 – Production of construction materials, products and constructions

5B075200 – Engineering systems and networks

 

6. Admission to the corporation is carried out through state budgetary funding, state educational request (educational grants), personal funding and other sources.   

7. Individuals without citizenship, permanently living in Kazakhstan, as well as Kazakh people, who are citizens of other countries, can receive free higher education on a competitive basis within the framework of state educational request if education at each of these levels is received for the first time, excluding military educational institutions.

Right to receive free higher education on a competitive basis for foreign students within the framework of state education request is regulated by international agreements of the Republic of Kazakhstan.

8. The admission of students to the corporation is based on the results of the Unified National Test (UNT) or Comprehensive Test (CT), which are held in accordance with technologies, developed by National testing center of the MES of the RK (NTC). The admission of students for specialties, which require special or creative training, is carried out with account of special or creative exams. The UNT is carried out for general secondary education graduates of current year

9. Comprehensive test is administered for former years graduates of secondary general education, graduates of technical and vocational (initial, secondary vocational, post-secondary) educational institutions, graduates of secondary schools, who have participated in international exchange programs, graduates of secondary schools with Uzbek,  Uighur and Tajik teaching languages, who haven’t took part in the UNT, graduates of state music boarding schools and individuals, who graduated from foreign educational institutions.

10. The admission of students to higher educational institutions, graduated from technical and vocational, post-secondary (college) institutions is based on the result of Comprehensive test with a reduced duration of educational training if the profile of their previous education is similar to the one of their choice.

The list of related specialties is approved by an authorized body in an educational field.

11. The admission of students with higher vocational (higher) education with a reduced duration of educational training on a fee-paying basis is realized by the Admission Committee of the corporation after passing the entrance exam in the form of interview. Additionally to the interview 2 creative exams must be passed for following specialties 5В042000 – Architecture, 5В042100 – Design, 5В050400-Journalism (except students with similar or relative previous education’s specialty).

12. The admission of foreign citizens on a basis of the allocated quota within the framework of state education request is realized by International educational corporation independently.

The admission of foreign citizens to KLAACE on a fee-paying basis is carried out in the form of interview.

13. Admission quota at the rate, approved by the Government of the RK’s decision, is established to access to International educational corporation. 

The list of specialties of bachelor and higher educational programs, on which individuals, graduated from rural educational organizations have quotas, is approved by an authorized body in an educational field.

14.  Documents submitted in foreign languages must be accompanied by a notarized translation into Kazakh or Russian language.

                Documents, issued by foreign educational organizations, undergo process of nostrification in accordance with legislation order straight after admission, during the first semester. Documents are accepted according to Standard of the state service "Recognition and nostrification of educational documents (the decree of the Government of the RK of 31.08.12 #1119):

-  document confirming completion of appropriate education (must be legally certified) – original;

-  transcript (diploma supplement) with following information shown: taken academic disciplines with a number of hours, internships, final grades, course works and final projects, other components of study process  (must be legally certified) – original; 

- a notarized translation of certificate/diploma with supplement into state and/or Russian language. The translation must be notarized within the territory of the Republic of Kazakhstan or by diplomatic service of the RK in a country, which issued the document;

In some cases (e.g. when establishing recognition on precedent) the translation made by the bodies of diplomatic service in Kazakhstan of the country, where the document was issued, can be shown;

- a notarized copy of the identity card/passport of educational documents’ owner with the translation into the state and/or Russian language;

- a copy of license and/or certificate of accreditation of the educational institute; except state established form documents of initial secondary, general secondary education, certified by the stamp of educational institution (with notarized translation into state and/or Russian language if necessary).

15. Application forms for creative exams collection is held by the Admission Committee of the corporation from June, 20 to July, 1. Applicants can choose only one creative specialty. The number of creative exams is 2.

Creative exams are held from July, 2 to July, 7. Application forms are submitted to preferred university.  

 16. Maximum score on one creative exam is 25. Applicants, who scored less than 10 points for exam or haven’t come, are not allowed for further competition. Retake of creative exam is not allowed. Exam works and papers of applicants, who failed or decided to withdraw, can’t be returned and must be eliminated.     

17. Comprehensive test is conducted on a ground of testing places (basic higher educational institutions), the list of which is approved by the order of an authorized body in an educational field.

Comprehensive test of individuals who apply for creative specialties and those who apply for higher educational institutions, subordinated to the law enforcement and special bodies, is held on a ground of basic higher institution for which chosen higher educational institution is attached.

18. Applicants taking Comprehensive test submit to the Admission Committee of the corporation written request according to the established form; certificate/diploma of completion of general secondary education or diploma of completion of technical and vocational (initial, secondary vocational or post-secondary) education (original); test fee payment receipt, 2 photos of 3*4 size (3 photos for specialties 5В042000, 5В042100, 5В050400), medical certificate of health – form №086-У, photocopy of identity card.

19.   Application forms for Comprehensive test are collected from June, 20 to July, 9. Comprehensive test is carried out from July, 17 to July, 23.

20.   Comprehensive test is held in Kazakh or Russian language (depends on applicants choice) and based on the curricula of secondary education in four subjects:

-   For specialties 5В042000, 5В042100, 5В050400 – history of Kazakhstan, Kazakh/Russian language (the language of instruction);

-   For specialties 5В050600, 5В050800, 5В050900, 5В071100, 5В090200 - history of Kazakhstan, Kazakh/Russian language (the language of instruction), mathematics, geography;

-   For specialties 5В070400, 5В071900, 5В072500, 5В072900, 5В073000, 5В075200 - history of Kazakhstan, Kazakh/Russian language (the language of instruction), mathematics, physics;

-   For specialties 5В020700, 5В020200 - history of Kazakhstan, Kazakh/Russian language (the language of instruction), mathematics, foreign language;

-   For specialty 5В030100 - history of Kazakhstan, Kazakh/Russian language (the language of instruction), mathematics, world history.

      21. The number of tasks on each subject is 25. The correct answer for each task is evaluated to 1 point.

For students, applying for creative specialties, results of only 2 subjects are taken into consideration: Kazakh/Russian language (the language of instruction) and history of Kazakhstan.

22.   Comprehensive test lasts 2 hours 30 minutes. Applicants are not allowed to retake the test. 

23.      Codes of the correct answers are posted immediately after answer sheets scanning finished, which is held straight after testing.

24.      Procedure of results processing is carried out on a basis of the higher educational institute, where the Comprehensive test took place. 

25.      The results of the Comprehensive test are declared on the same day by the State Committee.

26.      Certificates according to the established form with test results are issued for all participants of the Comprehensive test by the State Committee within 3 calendar days.  

27.      Individuals who disagree with test results can make an appeal. Written request is send to the Appeal Committee, approved by the Head of the State Committee, before 1 p.m. of the next day after results were declared and is considered by the Appeal Committee.

28.      Educational grants are awarded on a competitive basis in concrete specialties, language and forms of education in accordance with the points indicated in the UNT or CT Certificate according to the preferred specialty indicated by the applicant. A certificate for state educational grant is issued within the framework of state educational request.   Application forms for participation in the competition on awarding of educational grants are accepted from July, 23 to July, 31.

Allocation of educational grants is based on the decision of the Selection Committee of an authorized body in educational field.

29. Applicants who want to participate in the competition on educational grants allocation submit to Admission Committee of the corporation written request (application form) according to the established form; certificate/diploma of completion of general secondary education or diploma of completion of technical and vocational (initial, secondary vocational or post-secondary) education (original); the UNT or CT Certificate, 2 photos of 3*4 size, medical certificate of health – form №086-У, photocopy of identity card.

In application form for educational grant individuals indicate selected specialty and higher educational institution, which have educational grants on selected specialty. Applicant can indicate four specialties as long as profile subject for those is the same.

Individuals, who have preferential right for educational grant, submit to the Admission Committee required supporting documents.

Individuals with I and II group disabilities, disabled children, invalids since childhood submit medical conclusion of the expert commission on the absence of contraindications for study by chosen specialty. 

Established quota for several categories of individuals (orphans, children without parental support, I and II group invalids, individuals related on benefits to war participants and war invalids, invalids since childhood, disabled children, Kazakh people, who are citizens of other countries), who participate in educational grants awarding competition, is spread for all specialties.  

Applicants, who have chosen creative specialties, including “Altyn belgi” badge owners, participate in competition for educational grants for one specialty and indicate only the educational institution, where they had creative exams.

 The minimum of 50 points is required for participation in the competition on awarding of educational grants, including not less than 7 points on the profile subject (not less than 10 points on every creative exam), and not less than 4 points on the other subjects.

During the competition on receiving of educational grants in accordance with the score of the UNT or CT Certificate preferential treatment have:

1)    Students, awarded with “Altyn belgi” badge;

2)    winners of international Olympiads and scientific contests on general subjects (I, II, III degree certificates), winners of national and international competitions of performers and sport competitions (I, II, III degree certificates) of the last three years, winners of national Olympiads and scientific contests on general subjects (I, II, III degree certificates) of the current year, if chosen specialty is related to the subject of Olympiad, scientific contest, sport or other competition. The list of related subject is approved by the MES.

Educational grants are awarded primarily to individuals, who have preferential right for entering the higher educational organization according to paragraph 35.

Then educational grants are awarded on a competitive basis in concrete specialties, language and forms of education in accordance with the points indicated in the UNT or CT Certificate according to the preferred specialty indicated by the applicant.  

Vacant positions on one of the language departments are transferred for awarding on a competitive basis inside specialty.

Vacant positions remaining after competitive awarding of state educational grants are redistributed inside training directions for specialties with high pass marks independently of the claimed form of training and language.

In case of equal scores of the UNT or CT Certificates orphans, children without parental support; I and II group invalids; individuals related on benefits to war participants and war invalids; invalids since childhood; disabled children, who according to medical conclusion of the expert commission have no contraindications for study; individuals, who have certificates/diplomas with honors; then individuals, who have the highest grade point average of certificate or diploma have preferential right for awarding of state educational grants and also for getting free state education through budgetary financing.

Competition for specialties with quota for rural youngsters is held the following way: 70% of grants from the total number of all are awarded in a basis of general competition, and the rest 30% of grants are allocated between rural youngsters.

An authorized body in the educational sphere give state Certificates to individuals who received state educational grants.

The list of Certificate holders is published in mass media.

The State Committee informs individuals, who became holders of state educational grants about necessity of receiving of Certificates. Educational grant’s Certificates along with documents, submitted to the Admission Committee of the corporation have to be issued to owners until August, 15.

Applicants submit to the Admission Committee of the corporation application form with certificate/diploma of completion of general secondary education or diploma of completion of technical and vocational (initial, secondary vocational or post-secondary) education (original); test fee payment receipt, 6 photos of 3*4 size, medical certificate of health – form №086-У, educational grant certificate (if available), photocopy of identity card.

Individuals with educational grant certificates, submit application form to the higher educational institution, indicated in the certificate and are admitted by the order of the Head of the institution.

Holders of educational grant certificates on creative specialties are admitted to academy, if they pass creative exams to KLAACE.

Admission to studies on a fee-paying basis is carried out to graduates of general secondary educational institutions, who passed the UNT to the minimum of 50 points on following subjects: Kazakh/Russian language (the language of instructions), history of Kazakhstan, mathematics and profile subject, including not less than 7 points on the profile subject (not less than 10 points on every creative exam), and not less than 4 points on the other subjects.

Admission is held by the Admission Committee of the corporation from August, 10 to August, 25.

Admission is carried out on specialties and language of the instruction separately.

Admission to creative specialties is held in accordance with creative exams scores.

Applicants, who have high score on the UNT or CT, and those with financial difficulties, can apply for the corporation’s educational grants «Scholarships» according to paragraph 8 of the Regulations about special award «Scholarships».

 

 

2. Procedure of admission for distance learning programs

 

46. International educational corporation (KLAACE) realizes educational training of bachelor’s degree students using distance educational technologies on following specialties:

5В042000 – Architecture

5В042100 – Design

5В050600 – Economics

5В050800 – Accounting and audit

5B072500 – Technology of wood processing and wood products (by field of application)

5В071100 – Geodesy and cartography

5В072900 – Construction

5В073000 – Production of construction materials, products and constructions

5B075200 – Engineering systems and networks

 

47. Prospective students of distance learning program can be: 

1)       individuals, studying on the basis of technical and vocational, post-secondary and higher education;

2)       individuals with limited physical abilities on all educational levels, including disabled children, I and II group invalids;

3)       individuals, participating in exchange higher education programs abroad, except “Bolashak” scholarship winners;

4)       individuals, joined the military (only for higher education program students);

5)        individuals, went to long-lasting (more than 4 month) abroad business trip (only for higher education program students).

      48. Individuals who want to study using distance educational technologies submit an application form to President-rector of KLAACE’s name along with a motivated explanation of possibilities to study by distance learning program and confirming documents:

           1) for individuals who work in accordance with graduate specialty – reference from work place;

           2) for disabled children - recommendation of psychological and pedagogical consultation.

      49.  Applications are considered in five calendar days. The order of an admission to KLAACE for distance learning program has to be signed in two calendar days.

      50. Following documents are attached to the admission order:

            1) application form;

2) individual study plans of student;

3) individual educational training program schedule for each student;

4) recommendations of medical, psychological and pedagogical consultation on possibilities of disabled children to participate in study process using distance educational technologies.

KLAACE provides students with study plan and schedule of study process within 2 calendar days after the order of admission is signed.  

      51. Admission to distance learning programs is held according to paragraphs 8-35, 43-44 of these Rules.
